Writing this book on Indian Policing: Significance of IntelligentLeadership is not author’s aim to make a tall claim of publishing one after one book but to bring some burning, realistic, fangled and innovative ideas before the readers, seekers, researchers, scholars and particularly police officers who are working on the prolonged demand or project of Police Reforms.
This book is an anthology of ten highly qualitative papers which are fully pregnant with fecund and discerning approach of ideas, thoughts and empirical data, set against the backdrop of police history by keeping the managerial environment and requirement of contemporary societal norms in view. Focusing on disparagement and hurdles being faced from the low layer to top cop in police department, it has been emphasised on the importance of scientific investigation, honed and intelligent leadership, importance of technology, improvement of police philosophy and Human Rights Values which also require to be followed by a Police Officer on duty.
Dalvir Singh Gahlawat is born on March 02, 1961 in a small hamlet (Raipur) of District Jhajjar, Haryana, India. He got graduation from M.D. University, Rohtak, Haryana and subsequently joined Delhi Police. He was directly recruited as Head Constable in Communication in 1988 and remained the best cadet in his training. At present he is working in Delhi Police as Sub-Inspector. During his service he got M.A. Political Science, M.A English, M. Phil. English and PhD in English. His PhD topic is “New Woman Inching Towards Freedom–Predicament of Woman in the novels of Shashi Deshpande”. Having rural background he suffered more in his childhood but never lost heart. He always wants to drink the life to the lees and share his experiences with others.He has visited all over India and attended above thirty UGC sponsored National and International Seminars. He has chaired sessions at International level seminars and also remained ‘Resource Person’ and ‘Key Note Speaker’ in these seminars. He has above forty research papers including eleven poems and short story in his credit. His Poem “Boat of Life” was selected one of the best poem in the International Poetry Fest-2011 held at Guntur, AP, on 11.11.2011. He has also attended 42nd All India Police Science Congress held at Gangtok, Sikkim on 15-17 Feb, 2012 and presented his paper there. He has five books titled Turmoil and Turn: Women in Shahi Deshpande’s Novels, Post Feminism in India: Myth or Reality, Psycho Socio analysis of India Police System, Smile from the Veil (A Collection of Poems), Feminine Consciousness: Glimpsing Indian Perspective, in his credit. He believes that ‘No Royal road goes to the success except hard work’.
