Omkar N Koul has held various positions in Government of India. He was Director (1999-2000) and Professor-Cum-Deputy Director (1994-1999) of the Central Institute of Indian Languages, Mysore; Professor and Coordinator of the Faculty of Languages of the LBS National Academy of Administration, Mussoorie (1987-1994); and Principal of the Northern Regional Language Centre (CIIL) Patiala (1971-1987). He was educated at the Jammu & Kashmir University, K M Institute of Hindi Studies and Linguistics (Agra University), and the University of Illinois at Urbana-Champaign. His areas of interest are Linguistics, Language Education, Communication and Comparative Literature. He has worked on Kashmiri, Hindi, Urdu and Punjabi languages. He has written and edited about 50 books and a large number of papers published in India and abroad. His publications include Kashmiri: A Cognitive Descriptive Grammar (1997), Modern Kashmiri Grammar (2006), Modern Hindi Grammar (2008), Language Education and Communication (2005), Effective Communication Skills (1994), etc. He edits a journal South Asian Language Review (1991-) and Vaakh (a literary Kashmiri journal since 2009).He writes short stories in Kashmiri and Hindi.
